News SACC WELCOMES HEFER REPORT AS A LANDMARK FOR DEMOCRACY

The South African Council of Churches welcomes the release of the Hefer commission report and commends the commission for its work. The appointment of the commission and the transparent way in which it carried out its mandate have contributed significantly to the consolidation of our young democracy.

"The Hefer commission report demonstrates that South Africa is becoming an ever_stronger and more politically mature nation, which is to everyone's benefit," remarked the Council's General Secretary, Dr. Molefe Tsele. "We celebrate our government's courage and visionary leadership in initiating this investigation and in releasing its findings."

The Council expressed particular appreciation for the sensitive manner in which the commission chair, retired judge Joos Hefer, and the examiners handled a challenging and volatile issue.

By subjecting the charges against National Director of Public Prosecutions Bulelani Ngcuka to public scrutiny, the commission has added to our understanding of our common national history, helped to head off a damaging whispering campaign, and reaffirmed the principle of accountability for public statements.

Regrettably, as with any public inquiry of this nature, some individuals may have been hurt by the process, despite the commission's expert handling of the evidence. The Council expressed its concern and sympathy for such individuals and its hope that they will ultimately see the inquiry as part of a larger national healing process.

The General Secretary noted that the commission's report highlighted a number of areas in which democratic institutions could be strengthened, and he urged further action to address these concerns.
