The South African Civil Society Observation Coalition (SACSOC) commends South African
civil society organisations, in all nine Provinces, for their service in observing Election
2004. We were able to have a significant presence of civil society in the electoral process.
Many observers were present during political party rallies, at voting stations and during
the counting of ballots. This initiative was coordinated by civil society organisations in
Provinces and the South African Council of Churches.
SACSOC is proud of the way in which voters behaved and wishes to commend South
Africans for the tolerance and peace that prevailed during this election. Initial SACSOC
observer reports indicate that the elections were free and fair. More importantly we are
humbled by the way in which our democracy has come off age. Voters endured long queues
and turned up in large numbers to exercise their right to vote.
Political parties did us proud in the way they conducted themselves. There were a few
obstacles and we remain committed to make suggestions in our final report on how we can
improve on what was an almost perfect election. SACSOC members are also committed to
assist political parties in promoting political tolerance and a vibrant democracy where all
people are free to choose and support political parties of their choice.
We salute the Electoral Commission for their election preparedness. The technology that
the IEC uses to ensure free and fair elections is a reality that we marvel. Such technology
definitely contributes towards transparency. There is however room for improvement in the
skills of electoral officers in voting stations. Recommendations to this effect will be made to
the IEC.
Sadly, some of our observers experienced problems in gaining access to some voting
stations. After arduous negotiations we were able to overcome this hurdle.
We are anxiously following the release of election results. As it is our opinion that the
elections were free and fair we call on all political parties and their followers to accept the
election results.
SACSOC has been funded by the Foundation for Human Rights, Murray & Roberts
and the UNDP. Without such support we would not have been able to successfully observe
this important election. We were able to deploy a considerable number of observers in
KwaZulu/Natal through special arrangements with the IEC.
